The City of Troy has engaged a team led by River Street Planning & Development to review, rewrite and update Troy's zoning/land management code. The update will involve assessing the City's overall economic health, existing built form and function, and natural environment. Streamlined and straightforward regulations will be developed to express local vision and goals and stimulate high-quality investment. Troy's new code will be streamlined, cohesive, equitable, and easier to understand and administer.

Open Call Proposal Process
If you plan to submit a proposal for a project to receive Downtown Revitalization Initiative funding, please complete the following steps. You may also review the informational webinar from July 10, 2025 for additional details.

​​​​​​Is your project eligible? Make sure that your project meets the eligibility criteria described in the Downtown Revitalization Initiative Project Form (pages 2-4). Please note that ineligible project costs described on page 2 include:

Planning activities

Operations and maintenance, including salaries and wages
-
Pre-award costs
-
Property acquisition (must be funded from another source)
-
Training and other program expenses
-
Expenses related to existing programs

Complete the intent form: Intent to Submit a Proposal.
You are strongly encouraged to submit this by July 25, 2025. This form indicates that you intend to submit a formal application (the "Downtown Revitalization Initiative Project Form") before the end of the Open Call application period on August 18th. Your organization will also be added to an email list for project updates.

Submit proposal: Downtown Revitalization Initiative Project Form
Before August 18th, download and fill out the Downtown Revitalization Initiative Project Form to the best of your ability. If your total project cost is under $75,000, you may submit to be part of the process through a Small Project Fund. Please download, fill out and submit the Small Project Fund Interest Form instead of the full application.

The area added to the boundary extends to include the commercial portion of West Bridge Street, allowing the Village to capitalize on opportunities outside of the original boundary. Projects must fall within the Catskill DRI Area shown on the map above.
